amber lee is live at city hall where a vote is expected to go on any moment now. >> reporter: at the beginning the tone was ruckus but has since toned down. at the center is a controversy known as stop and frisk. police chief howard jordan was heckled by protesters when he tried to talk about hiring an outside team. protesters disrupted the meeting any time someone spoke in support of hiring william bratton who's credited with turning around the l.a. and san francisco police department. >> one man shouted back at the hecklers. >> reporter: this oakland moment said she lived in l.a.

when bratton was chief there. >> he told his officers that los angeles was beirut and they should patrol as such. what do you think did to the officers that were working that the time. >> reporter: one man said it was stock and frisk that took the life of his son. >> we can't get alan back. we can't accept anyone to go through what we went there. >> reporter: chief jordan says stop and frisk has been uncharacterrized. >> i'm the one that's going to decide what practice we're going to do and how we're going to do it because i'm going to be responsible. bill brantton will give me advice and it's up to me to approve it. >> it'll be up to the council and it'll be up for a vote in a

week. amber lee, ktvu. we caught up with jerry brown and asked him what could be done about crime. >> it's a matter of responding with intelligence, with cooperation, with the sheriff and the police and the parks people everyone working together. we can drive that crime in oakland down i'm confident of that. >> brown is a resident of oakland and in his role as governor he says he will look at any reasonable request for resources. and ahead at 10:30 the man who will serve as san jose's interim police chief. we asked him why he doesn't want the job full time. police in the sa sacramento county the town of galt was killed. kevin tonn was a canine

officer. he it was 11:30 this morning when police responded to a call. police say it all happened very quickly. there was a struggle, the gunman shot tunn -- tonn then took his own life. >> he knew everybody in town and he especially knew the people who he dealt with most often. the criminal side of the town. >> reporter: the suspect has not yet been identified. officer tonn is said to be the first officer to be killed on duty in galt since that police officer was formed back in 1946. we've also learned that officer tonn was actively involved with the bay area organization cover your canine which provides bullet-proof vests for police

dogs. president oe -- president obama is set to make his plan about the gun restrictions tomorrow. >> reporter: no longer do people have to come to a gun range to test their skills they can do it right on their phone. this comes as president obama is set to call for tighter gun restrictions. the nra has taken aim at violent games. but now they have released this shooting range app. >> i don't think it's

consistent with a good shot. >> reporter: it has an original age restriction of four. it's now been raised to 12. tomorrow mr. obama will call on congress to ban assault weapons and limit high capacity clips like those used in the deadly sandy hook school shooting and require background checks on all gun buyers. >> will all of them get through this congress, i don't know. >> the head of the nra predicts failure. >> but i would say that the likelihood is they're not going to be able to get an assault weapons ban through this congress. >> reporter: new york lawmakers were able to pass the toughest assault weapons restriction in the nation. it was signed by governor cuomo today. president obama will be joined by school children who wrote to

him following the school shooting at sandy hook elementary. reporting live tonight, heather holmes, ktvu news. new at 10:00, a peaceful resolution that lasted for about five hours this evening. a s.w.a.t. team responded to an apartment in the 400 block of 20th avenue between geary and anza. neighbors had reported shots fire inside the apartment. after seeing a bullet hole in the door police called for hostage negotiators. the man inside the apartment was alone and eventually they talked him into surrendering. that was at about 8:15 this evening. the man was taken for a mental health evaluation. a man was suspected of robbing a woman then killing her little dog. laurice barrett is wanted for robbery and animal cruelty. they say this surveillance video shows barrett running away just moments after he

robbed a woman and threw her dog into the street. the dog ended up dying of his injuries. the airport in paris is named after dugal. there is a plan to rename san francisco international airport after harvey milk. >> reporter: millions of passengers pass through sfo and the idea of renaming the airport after a politician is getting mixed reactions. today at city hall near the statute of former supervisor and gay activist harvey milk, the board heard a proposal to name the airport after the politician. >> the 80 airports that have been named after an individual neither single one of them has been named after an openly gay person. there's no airport in the world to our knowledge that has named after an openly lgbt individual. >> reporter: in 1977, harvey milk became the first openly

gay person elected to public office in the u.s. he was assassinated in november 1978. >> he's i think the most important figure in the history of the lgbt community and this would be a terrific honor. >> reporter: in san francisco milk's name is already on a public library and an elementary school honoring the gay rights engineer. >> i think it would be a good way to honor him. >> no, no, sfo it's like l.a.x. sfo it's easier to compute everything. >> reporter: a name change would cost money to redo signs around the airport and along the area highways. in 2001, it cost san jose $850,000 to add norman mannetta's name to the airport there. at least six supervisors must approve the proposal to put it on the november ballot and then it would be up to san francisco voters to decide. at sfo, jana katsuyama, ktvu. police are looking for a man who tried to kidnap a 2-

year-old girl. it happened at 5:30 this evening on dayo court. she said when she picked up her daughter he grabbed the girl by her legs and tried to pull her away. he was unsuccessful and ran off. the man is described as latino between 20 and 30 years old, wearing a red baseball cap, blue jeans and a yellow striped shirt. the woman also said the man smelled like automotive oil. police sent us this sketch of a man who tried to kidnap a 3-year-old boy. the man is described as asian, 50 to 60 years old with a pot belly and receding hairline. he took the boy's hand and actually tried to walk out of the mall with him on january 6th. the mother screamed though and that's when the man took off. a spare the air alert goes into effect for the bay area tonight at midnight. that means burning wood,

manufacturing fire logs or any other solid fuel both indoors and outdoors is prohibited. the ban lasts 24 hours. the bay area quality district typically sets an alert when there's stagnant pollution. the neve family has been in the flower business in petaluma for four generations and they say they've had to crank up the heat in their greenhouses to keep their plants alive. >> if you can't keep them at a certain temperature, they will go into a dormancy period. you have to keep at a bare minimum just to keep the flowers wanting to grow. temperatures into the low 30s again tonight. the conditions you can expect in the morning and the time line for a bay area warm up.

handgun held up a cashier. there's no word on how much cash was taken. one person fainted and was taken to the hospital. no one saw the man leave so there's no description of the man. sheriff's deputies found a car parked across from the sonoma state campus in santa rosa last night. deputies say they recognized the volvo from a domestic violence case. they said they saw blood in the car then opened the trunk and found the body. the victim was identified today as the domestic violence suspect 31-year-old sean parker of vallejo. >> this incident that we're invest -- investigating has anything to do with the domestic violence incident. new information tonight on efforts in san francisco to remind drivers they need to feed the meters on sunday.

the mta told ktvu today that they issued 3,800 warnings to drivers who failed to put money in their meters this past sunday. the mta says the warnings will stop on january 27th after that, they'll start writing real parking tickets that will cost you at least $62. california earned a positive rating in an annual survey that was released today. it's a survey that grades highways. the state is significantly advanced when it comes to adopts new highway laws. facebook announced a new feature that will help users make more friends and new discoveries on the networking site. it could be quite some time before most people get to try

long awaited police substation will open next month in the city's central market area. the station is located on sixth street between jesse and mission streets. construction is expected to be complete in a couple of weeks. the mayor said the substation will play a key role in the revitalization. the flu appears to be taking hold here in the bay area. we checked with california pacific medical center in san francisco and its reporting four times more patients this flu season than it has seen in the past two years. cpmc says most of the cases are in adults. other parts of the country have seen an increase among children. cpmc adds that its supply of the flu vaccine is good. new information about the flooding at oakland unified school district's main building. last night's flooding closed the building. departments that usually work out of that building have been moved now and those who have to

it warms up in the afternoon and it gets a little warmer each day. spare the air day tomorrow or night. they don't want you burning your wood stoves unless you don't have any other source of heat and you will definitely need that. be aware tomorrow, wednesday, a spare the air night or spare the air day in the 24 hour period they don't want you burning wood. tomorrow we go into a cool start. a little warmer in the afternoon. in the extended forecast the headline here is warmer still. as we head into the bay area weekend we're back into the mid- 60s, maybe upper 50s in some places. we're dry, it's a good thing we've had a lot of rain because this period it's been extended. even though it's been cold it's been dry. this is the time of year we are going to see rain come in and we're not going to see it in the five day forecast. we're talking about the maverick swell. the swell will still be out beyond the date line. it's going to be very large. what they like about this for mavericks is the conditions are right. this pattern i just showed you with the high pressure, the

winds are going to be right. the swell will be over 20, 25 feet it's going to be huge. but there's other contests, there's a contest in hawaii. we don't know which contest they're going to hold. there's a will the of other consideration. the forecast for tomorrow, a little warmer. 60 in santa rosa, 56 in brentwood, 55 in antioch and then you head down south to morgan hill it's 59. 60 in gilroy and almost 60 in san jose. these are big departure. as far as where we've been. the five day forecast is a neat looking one. you look toward the weekend. i bet you if you look around you're going to see a 58 or 60- degree reading some where on saturday and sunday. >> that's going to feel like 90 compared to what we've been having. >> it's been a while.

new details now on tonight's contentious meeting of oakland's city meeting. panel members approved a new crime fighting proposal and moved it on to the full council next week the vote was unanimous. the resolution approves $250,000 for outside consultants and their crime fighting strategies. the committee did reserve the right to make changes to the composition of the consulting team. it includes former boston, new york and los angeles police chief bill bratton. his policing style is influenced by the motion that if minor petty crime then serious crime is likely to increase. joe is in for mark tonight. and he has an interesting twist to this weekend's 49ers, falcons game.
